Meaning, Flash, Silverlight, AJAX, etc. will be useful for shoppers who want to get a full view of a product (such as video, photos, and virtual tours). They can improve the shopper experience significantly (and boost sales).

This is great. I only have 3 minor comments:
9 Don't use animation in your home page.
Actually I think ecommerce sites are moving from basic to cinematic experiences. In that reality animation is very much part of the strategy.
10 Display top-selling and newly launched products on your home page.
I'd say this may be less important now because 80% of all site traffic lands on some inner page.
32 Minimize graphics like flash, scripts, etc.
With the new analytics ready flash being developed this should not be an issue any more.

Think about the shopping cart you are using. Is it efficient enough? Maybe you need to increase its functionality or switch to smth different.
It is much easier to do now with online servcie called cart2cart. It automates migration process (www.shopping-cart-migration.com)
